电子政务知识体系框架研究

本文从概念界定、文献综述、构建思路、构建过程等方面对电子政务知识体系进行分析总结,认为:为了更好地理解电子政务,有必要对电子政务已有的学术成果进行分析与整合,以便从中提炼出一个具有内在逻辑结构的电子政务知识体系,并建立起适合的知识体系框架。研究采用"逻辑起点论"与"问题系统论"两种方法论,最终提出一个由基本概念、基本理论、基本原理和规律、技术理论知识、管理服务理论知识五个模块构成的电子政务知识体系框架,每个模块中的知识内容来源于电子政务问题研究者的各种思想和观点。通过该电子政务知识体系框架,人们能够更好地把握电子政务各种属性和关系的内在联系,进一步审视当前电子政务研究的状态和效果,同时也对电子政务的实践活动起到一定的指导和借鉴作用。图4。表2。参考文献25。     

日本对华图书文献劫掠史研究综述

自甲午战争以来,日本曾先后发动或参与了四次对华侵略战争,并趁机进行文化侵略,尤其是对我国图书文献资源进行了大肆破坏与掠夺,使我国近代图书馆事业遭受了巨大损失。近年来,学界对涉及这一主题的新闻报道、统计资料、公私档案等第一手资料进行深入挖掘、整理和研究,对日本在华掠夺图书文献的政策、事件、机构、方式、数量与影响等进行归纳与分析,建立了日本对华图书文献劫掠史的基本脉络。本文分五个议题对相关研究进行梳理和总结:1时间和地域,2组织机构,3劫掠方式,4图书损失数量,5文献保存活动。利用日方史料和第三方史料开展日本对华图书文献劫掠史研究,是未来研究的重点。表3。参考文献51。     

基于开放知识服务的图书馆存在构想

图书馆是一种社会存在物,在开放知识环境下,其本质是图书馆人的劳动生产关系。图书馆人的劳动、再生产是图书馆发展变化的动力之源。图书馆存在是人化的图书馆自然存在与图书馆意识的统一,图书馆人的异化劳动是图书馆进化的表现,而不是图书馆衰败的象征。马克思社会存在论是构建当代图书馆发展支撑体系的理论基础,开放知识服务将是未来图书馆工作的主要内容。     

Wake up Information Literacy Instruction: Ideas for Student Engagement

In this article, three librarians from Santa Fe College, the community college winner of the 2015 ACRL Excellence in Academic Libraries Award, share their successful work in information literacy instruction. While the ACRL award is given for overall achievement, this article focuses upon their creative and varied approaches to instruction, incorporating a wide blend of strategies to reach students across the college. Beginning with targeted approaches to virtual instruction, including broad use of the flipped classroom model, and building in active learning techniques, the librarians at Santa Fe College have built an instruction program that could serve as a model to community college libraries across the country.     

Building a Digital Library: What to Expect as a Technology Project Manager on a Library Construction Project

Column Editor's Note. This JLA column posits that academic libraries and their services are dominated by information technologies, and that the success of librarians and professional staff is contingent on their ability to thrive in this technology-rich environment. The column will appear in odd-numbered issues of the journal, and will delve into all aspects of library-related information technologies and knowledge management used to connect users to information resources, including data preparation, discovery, delivery and preservation. Prospective authors are invited to submit articles for this column to the editor at kenning.arlitsch@montana.edu.

The Taylor Family Digital Library is the central library opened in 2011 at the University of Calgary dedicated to supporting digital scholarship, creativity, analysis and a supportive learning environment for students. The new building is a technologically advanced converged cultural institution, with mandates to continually evolve in order to meet the needs of students and researchers. The infrastructure to support these mandates required research, collaboration and intense planning, resulting in new construction and technology standards for library renovation and construction projects. This pragmatic article is written for those who will follow in similar footsteps; it provides a roadmap for those embarking on the construction of a new technologically advanced library building.     

Young and in Charge: Early-Career Community College Library Leadership

Although young leaders and entrepreneurs have become prevalent in the business and technology industries, academic libraries remain much more traditional. Library administrator job advertisements often require seven to ten years of library experience in progressively responsible roles as well as supervisory experience. This article shares the experiences of an early-career community college library administrator working with different generations, provides suggestions to become a manager through intentional leadership, and explores how managers learn to lead. Additionally, the author encourages community colleges to consider younger and/or newer librarians that bring a different perspective to addressing the critical issues facing community college libraries today.     

Better Together: Responsive Community Programming at the U-M Library

In the past seven years, the University of Michigan Library's programming model has evolved to be responsive and reflective of staffing areas of interest and expertise. Our team-based, iterative model enables us to develop responsive exhibits, workshops, experiences, and events in our community. This article explores our experiences in developing this model through the lens of some of our collaborations with the Ann Arbor District Library (AADL). Our approach to programming opportunities builds on learning by doing, building deeper, mutually beneficial relationships with other organizations, and continually making sure we are truly developing programming with our audience (our community) in mind. While public and academic libraries often develop distinct sets of services, collections, and expertise to serve their respective communities, successful collaborations can yield interesting opportunities for more effective engagement and programming. Our relationship with AADL has helped us to identify and better understand how we can connect our teaching and research missions with the interests and needs of the broader community in which we are situated.     

How opinion polls affect voting in Bangkok's gubernatorial election

In response to the widely publicized failure of most pollsters to predict the winner of the Bangkok governor election on 3 March 2013, this study examined the published results of opinion polls in the news media to see how they had affected the voter preference and what errors existed. The study analyzed a series of poll results by five major pollsters for the pre-election and exit polls during the governor election campaign from January to March 2013 and, then, compared them with the final results of governor election. The poll results lent partial support to the spiral of silence theory. Among all pollsters, only NIDA Poll projected the right prediction for Democrat candidate M. R. Sukhumbhand Paribatra as the winner. Its pre-election polls showed his final victory occurring in the last leg of the election campaign as a result of the late swing voters against the ruling Pheu Thai Party attaining monopoly on power. Suan Dusit and Abac Polls showed the existence of the bandwagon effect for Pheu Thai candidate Pol. Gen. Pongsapat Pongcharoen. Besides their polling effects, major factors accounting for errors included shy Democrat factor, late swing of voters, sampling error, and nonresponse bias.     

“211工程”高校图书馆自动化系统的利用情况调研分析

[目的/意义] 随着信息技术的发展和用户需求的不断扩展,国内外图书馆自动化系统面临升级和转型的问题,有必要对国内高校图书馆现有自动化系统的利用情况进行调查,了解系统现状,提出进一步发展建议。[方法/过程] 运用在线咨询、邮件咨询、电话咨询、文献调研等方法,对“211工程”高校图书馆自动化系统的使用情况进行调研,对比分析2003年-2015年“211工程”高校图书馆自动化系统的变化情况,对有重大变化的图书馆所使用的ILAS、HORIZON、汇文、GDLIS、INTERLIB、ALlEPH等系统进行深入调研,分析其在使用过程中存在的问题及优势。[结果/结论] 调查结果显示,118所“211工程”高校图书馆中,用户数排名前五位的自动化系统分别是汇文、ALEPH、GDLIS、MELINETS和INNOPAC,其中国内的系统汇文、GDLIS、INTERLIB和国外的ALEPH近年来用户显著增多,也有部分系统市场占有率下降或被淘汰。     

面向区域创新的科技信息资源优化配置模式研究

[目的/意义] 在分析国内长三角、珠三角、京津冀和长吉图开发开放先导区科技信息资源配置实践进展和影响面向区域创新的科技信息资源配置因素的基础上,构建科技信息资源优化配置模式.[方法/过程] 结合科技信息资源的特点,设计科技信息资源配置影响因素评价指标体系,并根据影响因素和配置原则构建科技信息资源优化配置模式.分析区域政府、企业、高等院校、科技中介机构分别为主导的科技信息资源配置模式.[结果/结论]结果表明以单一主体进行的配置都不是最优的,面向区域创新的科技信息资源的优化配置需要政府的指导、企业的联合、高等院校的知识创新以及科技中介机构的联合.
